What XP Professional license should I use?

My friends office has 15 PCs, 13 are running XP Pro and they need the 2 remaining that are running XP Home to be upgraded. I'm not sure what their current licensing situation and she just want's these licences seperate and cheap. I take it you can't buy an OEM version for a legitimate business so what version do I need to buy.

I do not believe that OEM version cannot be used for business purposes. In your friend's case, you can buy two XP Pro licenses and install them into the 2 XP Home machines.

Legally speaking, you cannot transfer XP Pro licenses from machines to machines. Once you installed XP Pro on the machine, the license stays with the machine. Which is why you have a license sticker for every license you purchase. Once you installed it on the machine, you also have to stick the sticker on the casing.
