If my thermal grease is made of zinc oxide, is it electrically conductive?

No, when ZnO is used for semi-conductors and electrical components its properties sputter the thermal energy from the component. You can think of it as a high tensil strength rubber compound that aids in thermal absorbstion. In fact ZnO is used in tires for that purpose.
